About Practice

Oxford Circle Family Medicine is in Northeast Philadelphia. It was founded in 1962 by Dr. Herbert Moss in the basement of an apartment complex. Dr. Phillip Cross joined the practice in 1984 and continued a tradition of delivering outstanding health care,  along with expanding our Physical Therapy Department, to the residents of the Oxford Circle area of Northeast Philadelphia, which continues to this day.

Oxford Circle Family Medicine became a member of Pinnacle Physicians Group in 2013.  Our Practice has been recognized for our efforts to deliver high quality patient care from the major insurance carriers in our region, achieving some of the highest quality scores in the Delaware Valley. In addition, The National Committee for Quality Assurance—Patient Centered Medical Home (PPC-PCMII) awarded the practice a Level Ill NCQA recognition—the highest level awarded. Their model of delivering high quality care based on evidence-based, nationally recognized clinical standards has become a cornerstone of our practice philosophy.
